Safety - CSA

CSA is Designed to Make the Roads Safer

PITT OHIO is Ahead of the Curve: Compliance, Safety, Accountability (CSA) is a Federal Motor Carrier Safety Administration (FMCSA) initiative to improve large truck and bus safety and ultimately reduce commercial motor vehicle (CMV) related crashes by targeting unsafe operations.

<p">CSA will use a comprehensive BASIC method to identify specific carrier and driver safety performance issues. The BASIC safety performance categories are: Unsafe Driving, Fatigued Driving (Hours-of-Service), Driver Fitness, Controlled Substance/Alcohol, Vehicle Maintenance, Cargo-Related and Crash History.

After a measurement is determined, the carrier is then placed in a peer group (e.g., other carriers with similar numbers of inspections). Percentiles from 0 to 100 are then determined by comparing the BASIC measurements of the carrier to the measurements of other carriers in the peer group. A percentile of 100 indicates the worst performance.

Below is a comparison of PITT OHIO's BASIC scores compared to the National Average:

PITT OHIO vs. National Carrier Average*

BASIC Category PITT OHIO National Carrier Average
Unsafe Driving 2.0% 11.6%
Fatigue Driving 7.0% 31.2%
Driver Fitness 44.0% 34.1%
Controlled Substance 0.0% 1.3%
Vehicle Maintenance 23.0% 48.2%
*Industry average is based on like size carriers that are comparable to PITT OHIO. PITT OHIO scores are the actual CSA rankings published.

Under CSA, all violations that are discovered during roadside inspections will count against carrier and driver safety performance ratings. Violations will be ranked based on severity ratings. Higher point values will be assigned to safety violations that are deemed to increase the probability of highway accidents. Point values will be time weighted and will be written against both the carrier and the driver. The lower your score, the better your rating with CSA.
